I (an adult) have been on my bike on street corners, bedecked in lurid colors, at two o'clock in the afternoon on a sunny day, and drivers have still somehow managed to not see me. There are lots of things you can do, as a bicyclist, to reduce your chances of a driver hitting you, which are all more effective than a "safety" vest.
