This is terrible advice. Don't tell them to make changes on their side of the fence.  Make changes on your side of the fence.  That is what you can control.  If you live in a condo building, bring it up with the condo board.  If they won't do anything and you still feel it is a problem, offer to foot the bill for adding some secure fencing to the bottom.  And, don't walk so close to the fence.  [/quote]
