Don't tell them to make changes on their side of the fence. Make changes on your side of the fence. That is what you can control. If you live in a condo building, bring it up with the condo board. If they won't do anything and you still feel it is a problem, offer to foot the bill for adding some secure fencing to the bottom. And, don't walk so close to the fence. [/quote]
