The Beltway was removed from the plan, period, except the section between the bridge and the 270 split. There was no plan for any widening without tolls. Tolls are what was supposedly going to pay the for-profit company that was going to build the widening and operate the toll lanes. If you want to widen the Beltway and 270 without tolls, then you need to come up with at least $9 billion (with a b) in tax money from somewhere.[/quote]
