CCL isn't U9/U10 (that's CCL NextGen).  But to answer your question, it's less relevant because the bigger clubs (that are more serious about development, competition) are leaving CCL and don't have much interest to be in it.  So when the NextGen players enter CCL, their future years become less and less in terms of ambition.  CCL isn't bad, but it's nowhere near what it was once considered.[/quote]
