It's definitely not science, but it came out of the frustration of parents not being able to see their kids play at some tournaments last year.  When Virginia instituted the 25 spectator rule for outdoor youth events, that meant only 12.5 parents per team could watch the game.  A normal team will have at least 16-18 players, so parents literally had to draw straws at some tournaments to see who'd be lucky enough to watch.  Obviously a terrible rule, so at least they are trying to make sure that both parents can watch now.[/quote]
