His entire frame of reference is at best, a few minutes into the future. Promising him something that is more than 1-2 minutes in the future has zero meaning for him. I think people extrapolate what works on a 3-6 year old onto a 2 year old, forgetting that their language comprehension and even understand of cause and effect is much more limited than even a just turned 3 year old.
