Height matters a lot.  If he's really into it, maybe see if you can find a used set, but if the hand-me-downs are working, I'd hold off on a new set and let him grow some more.  [/quote]

Are there factors other than height that would go into it?  The cousin whose clubs he's using was about the same height when she used them, and my guess is that they're pretty high quality since she was a very good player by that point.  I think it's too early know if this is going to stick as an interest.  We aren't doing indoor or team sports, and so golf isn't competing against the sports he'd usually be playing.

When it comes to golf clubs the two main factors are club length and shaft flex.  As a boy, he might have more strength than clubs made for a girl, so her clubs could be too flexible for him.  With a hard swing, the club would feel too whippy and that would result in inconsistent, uncontrollable shots.

US Kids (https://uskidsgolf.com/) mades very good golf club sets for kids of all ages.  They make that for all different height kids, and they have two series of clubs, the Ultralights and the Tour Series.  The Ultralights have more flexible shafts, while the Tour Series shafts are stiffer for stronger, better golfers.

As the boy grows, if he gets into golf, you are going to have to upgrade clubs.  For my son, I was buying a new set every year or so, as he grew.  Thankfully now he's playing adult clubs, so he no longer needs new clubs so often.[/quote]

On one hand, she's a girl, but on the other hand, because she's a girl she was older and more experienced than he was when she played with the same length clubs.  I think the clubs he's borrowing, she got as a 16 year old, and an excellent, experienced player.  In contrast, he's 13 and hit his first ball in mid October.  Now, he's strong, because he also plays other sports, but maybe that means he needs more flexible?  I'm trying to sort this out.

Also, does it actually matter in the very beginning?

My gut feeling right now is to hold off on his own clubs at least till the summer.
