[/quote] In order to have drug tourism, you need a market. Initiative 81 does not establish a market for psychedelics. Further, DC can't establish government sanctioned recreational drug sales. Though Initiative 71 was passed in 2014, DC cannot establish dispensaries for recreational use because Congress has blocked us from doing so. You may have noticed that we do not currently have an issue with drug tourism. [/quote]
