I've had dogs for 25+ yrs and have never had one do this in someone's house--once they were older than 3-4 months. Small dogs are notoriously harder to housetrain though, and owner's are often much more lax about it since it's easier to deal with a 10 lb who is annoying in some fashion than it is to deal with a 100lb dog who is.
