If the government or an organization does something that has "disparate impact," even if the basis and intent is not to separate by race, that is racist in the eyes of the law. The question is whether it makes sense to look at the decisions of individual families one child at a time as having the potential for disparate impact. In aggregate they do, but who is responsible for creating that aggregate problem or solving it? Does it make sense to make it an individual issue, or is this something we should approach through...taxes and the government in some way? [/quote]
