Does anybody understand how much leeway the county will have to implement a plan as opposed to a mandate from the State Dept of Ed (Salmon)? And, to what degree do the pronouncements of the State Dept of Ed impact private schools in Maryland? I understand that private schools have more leeway, but how much? Can State Dept of Ed "mandate" DL? Or just recommend it? And if State Dept of Ed recommends DL, and MoCo implements 100% DL, could private schools in MoCo do something different (hybrid or fully in-person)?
The state is unlikely to mandate DL. They will leave it to the counties. There's no need to have DL in rural counties with < 100 cases. The state's plan so far are _guidelines_ not requirements. Then the local school district can decide how to proceed.
Those counties are also less likely to be able to do DL due to poverty and lack of internet coverage. We spent my birthday weekend in a vacation rental in Dorchester. The coverage was so spotty.
Their schoosl have been closed by state order since mid-March, like everywehre else in MD. I agree internet is an issue there -- a lot of those school systems just gave out paper packets and had the kids turn them in at the end of the semester.
