Free pre-K is meant for everyone, and just has the positive side effect of also providing high-quality early childhood education to children who might not otherwise get it. It's like public transit (in non-COVID times) - I COULD have driven to work every day, but I chose to take the taxpayer-subsidized bus because it provides a convenient service to me.[/quote]
