I completely understand why a state would do this, with so much uncertainty and the knowledge that the feds aren't helping (and, in some cases, were seizing PPE purchased by the states). I bet a bunch of deals fell through, too, so you'd have several irons in the fire and hope that some of them panned out. Competent, organized federal coordination would have been enormously helpful, but we didn't get that. [/quote]
