Because they're from Maryland, where it's informally illegal to signal, but very legal to leave your turn signal on for miles and miles as decoration.
Well, sometimes I leave my turn signal on because you won't let me in and I still have to get over.
If your signal remains on for more than 30-45 seconds, I guarantee this is you problem, not an "other drivers won't let me in" problem.
Eh, that's not always the case. Have you tried to merge onto the Beltway from GW Pkwy going back into MD during PM rush hour? I do it every day and trust me -- even though I put my turn signal on as soon as I clear the entrance ramp, sometimes I can't get over until I'm almost to the other side of the bridge, and I'm a relatively assertive driver. I do love it when people merge into the lanes going onto the 270-spur at the very last minute without using a turn signal. Just excellent that I have to slam onto my brakes.
