Yes, referees can ref across leagues.  There are no limits that I know of.  However, DA refs may be hand selected but the assignor responsible for finding refs for those games. In other words, NCSL doesn't have their own refs. CCL doesn't have there own refs, EDP doesn't have their own refs, etc.[/quote]
