Heck, the same packet could be shown to the same table of 5 reviewers, but at a different time in the process and end up with a different result.  A borderline packet would look much better if the previous few packets were really meh.   It would look much worse if the previous kid's packet was outstanding.  At the end of the day, when people are tired and want to go home, they're going to judge things differently than they will if it's one of the first packets of the day.
