I do think it's an anomaly.  There's over 600 thousand DC residents, how many of them do you think are teenagers?  Somewhere around 50 to 75 thousand probably? It's not an anomaly for the people who live in or near Potomac Gardens, and the classmates of those kids, who are all going to have to return to living with/going to class with two teenage boys who think nothing of firing a gun into a random car.
