How does she feel about two boys for every girl in the school or in her classes? If she wants a more balanced gender spread, then aim for larger universities where engineering is just one of many other colleges- but the classes will be heavily male.

If you are in VA, obvious choice is VT for Engineering and Architecture.  UMD-CP if you are in Maryland.

She has a shot at the crapshoot schools if she has taken the harder math and science APs and scored well.  (Physics C (Both), Chem, BC Calc)

If she needs merit scholarships then don't bother applying to any top 25 universities except possibly Chicago, Vanderbilt, Duke, Rice, Emory and Carnegie Mellon.  Those are the only schools offering merit scholarships.

And the odds of getting accepted AND receiving a merit scholarship at those top schools with a 33 ACT is probably about 1%.

I would look at schools in the 25-50 range as many more scholarship opportunities for a 33 ACT there.[/quote]
