They are not going to leave their new stores in DC, and ones in the suburbs are a long way for most DC shoppers. (and several on those in Arlington and Alexandria are going to give way to development). As for office using firms (start ups, whatever?) DC office market is stronger than the inner suburbs now. Surrounding districts? You mean counties and cities? Alexandria and Arlington cannot make their own labor law or they would be happy to join in. These calls are made by states. Md is probably close on these things. Va will be harder. Still, economic suicide is unlikely. If you are worried about economic suicide, you might want to also look at the unfavorable publicity DC gets when someone like Lopez failed to rebuke an antisemitic speaker, who called CM Silverman a "fake Jew".
