PARCC is a standardized test that was developed to assess how students are doing in comparison to the Common Core Standards for their grade level.  MCPS curriculum is also supposed to be aligned to the common core standards.

MAP-M is a test designed to measure student growth in mathematics. MAP is not tied specifically to grade-level standards and the test adapts as students take it.  Scores are really not meant to compare students, but instead to measure growth over time.

There seems to be alignment  for PPs student - A in Algebra, 98%tile for MAP-M and a 4 (meets standards) on PARCC which suggests that classroom instruction is aligned to standards and is graded according to the standard.

For OPs student, there doesn't seem to be alignment.  It could be that the grade is not based on meeting the standard - student can receive an A in class and do well on class assignment w/o mastering content in the standards, due to limited expectations, more teacher support, or teacher teaching different content.  Or, it could be the student was having a bad day, or just didn't care.

Also, remember that PARCC assesses ON GRADE level standards, sometimes when students accelerate and haven't had content for awhile, they forget how to do certain types of problems.  This can especially be an issue for kids who accelerated quickly and have holds, or never fully mastered content before moving on.

If my student showed scores that were not aligned, I'd try to figure out why, starting with asking them about the effort he/she put into the test and looking at tests/graded assignments used in class to see if they matched grade level standards.
