The only way to make it easier to live in a place, is to make it easier to build housing. Is there any impact fee proposed when a large new house replaces a small older house? Even though the former almost certainly means more school children, and likely puts more burden on schools then a new 1 BR condo does? And the way to deal with traffic and congestion is not limiting development, but providing more transportation alternatives, especially transit.
