Police often say that sanctuary policies (meaning that local police do not participate in immigration enforcement, including asking people about their immigration status)[b] *helps* them do their job[/b], because witnesses and victims are more willing to cooperate with the police if they don't fear being deported. And no sanctuary policy in the country prevents the police from arresting someone engaged in a violent crime, regardless of their immigration status. No one--absolutely no one--is preventing police from making arrests. Also, you have NO idea whether the members of the gangs were illegal or legal immigrants, or American citizens. So, there was a potentially dangerous situation in MtP, the police observed it and neutralized it, apparently without needing to resort to the use of force.
