Two girls and scraggly hair is my pet peeve. It takes a mere minute to part and pull hair back from their faces. A single ponytail may not work for shorter styles so even on a hectic day I part it and put two small elastics so that they look neat. Regular haircuts for my boy. Cleaning ears, clipping nails, etc is a Sunday night staple and repeated as needed all week. Clean clothes is simple if you are decent at doing laundry. Simply sorting lights, darks and colors and washing with proper water temperature and detergent prevents color transfer and fading. Appropriate drying and folding keeps it neat. I do not spend a lot on kids clothes at all.
I also think buying separates that all "go" together helps (like Gap's Playtime Favorites, which are often on sale). I also try to avoid clunky sneakers with characters or lights (like skechers). Just a personal preference and I know kids go crazy for them, but I like simple, solid-color sneakers like slip-on vans for DS and See Kai Run for DD. Canvas, easily washed to look nice again, and match everything. We also bathe them every day, comb through their hair with leave-in conditioner at night, and style with detangling spray in the morning. Even on DS's short hair, it makes a difference to run a comb through the front and style it a bit. DD has a wavy bob (longer hair is scraggly on her as she's only 2) and we pull it back with a small elastic or headband. My kids poop when they feel like it, though. Doesn't seem to affect their crispness.
