The exact context doesn't matter here, because the context of the context is that he just trashed May and insulted the queen. The context of the context is that it looks as if he's trying to break up the EU and NATO. In this situation, any use of the word "foe" in connection with the EU means that he is actually trying to break up the EU and NATO. He can say he misspoke, but he can't say the fact that he was talking about trade exains and excuses the use of that word. [/quote]
