They had NNAT2/Cogat/GBRS/Work Samples/Commentary to determine child eligibility. If these (several chances) were not sufficient to get a child admitted, chances of getting admitted in appeal are very low unless WISC is extremely high. [/quote] Because the committee didn't know he has a 148 IQ and his scores on NNAT and CogAT didn't represent his true abilities. Would be my guess.
