It's not simply having OOB kids fill up the remaining empty seats. They are filling up a MAJORITY of the empty seats. And this will continue to happen so long as families at Seaton, Garrison, Cleveland can lottery out of their elementary schools in the later years. No family from Thomson, SWW-FS, and Ross will voluntarily give up a middle school option like SWW-FS for Cardozo when the situation is what it is.[/quote]
