You can fly into downtown Toronto if you fly Porter - the airport is on the island, and there is now a pedestrian tunnel you can take over, and then a free shuttle right downtown to Union Station. You can either stay in that area (Air Canada Centre, Rogers Centre, CN Tower, aquarium are all right there) or catch the subway there. Porter often has deals. I would only drive if you will want a car while there (if travelling out of the city).
As someone who's flown Porter into Billy Bishop, I'd say drive. Porter is not equipped to operationally handle weather disruptions. I flew last summer, and afternoon storms completely derailed their operations. My Sunday afternoon flight was delayed until midnight, when they decided to cancel it altogether. The next flight they could accommodate me on was Wednesay! I ended up having to stay another night in Toronto, and just decided to book through another carrier out of Pearson. It took about 4mo for Porter to reimburse me for the hotel charge (they didn't reimburse for anything else). Considering you're traveling in the summer, I'd say skip Porter, and drive. And you can even stop at Niagara Falls on the way up.
