But I question whether those Fed resources are worth very much. Kincaid is the Sheriff; she manages the jail, court security, inmate transport and some extradition, and civil process and civil enforcement. The Fed money came with many strings attached, the Sheriff didn't receive all that much of it, and the Federally-supported programs had to be available for Federal direction and control. My bet is that it's a wash. [/quote]
