What bugs me most is that agencies did not have the foresight to have procedures in place. How idiotic to wait until the last minute to plan for a potential threat. Makes me wonder what other procedures are lacking in detail. I have grave concerns if something as basic as having procedures in place for a furlough can't even be carried out with efficiency.
