It was in California and his name was Lawrence Singleton. When he was 50 he raped a 15 year old girl, cut off her arms, and then threw her off a 30 foot cliff. She miraculously survived. He was convicted and only served 8 years of a 15 year sentence. There was a public outcry when he was released and no community in California would allow him to live there without protest. He then moved to Florida where he killed a 31 year old mother when he was 70 years old.

Yes, this was the case that convinced me sexual violence against women and children is treated in such a skewed fashion in our country. I do have sympathy for mental illness and we need far more treatment and rehabilitation, but the recidivism for sexual violence in particular calls for incarceration not only to "punish" but more to protect society.
