When he was 50 he raped a 15 year old girl, cut off her arms, and then threw her off a 30 foot cliff. She miraculously survived. He was convicted and only served 8 years of a 15 year sentence. There was a public outcry when he was released and no community in California would allow him to live there without protest. I do have sympathy for mental illness and we need far more treatment and rehabilitation, but the recidivism for sexual violence in particular calls for incarceration not only to "punish" but more to protect society.
