More than half of their high schools have less than 10% FARMS and all have less than 5% ESOL in every high school. Why? They aren't a sanctuary county. Even still, they DO NOT rezone to balance. Most of their schools are either far less than 10% FARMS or mid 30-40% FARMS. No in-between. Doesn't seem very balanced to me. And their worst high schools are better than average in MCPS. Why do you think so many middle and upper middle income are leaving MC for HC?
