As I read that, I'm not sure 9 homes is a definite number, but more like an upper limit. 9 lots in that area for $2.9M seems like a steal to me. But if it's a roll of the dice on say, 3-9 homes, or even more pointedly, 1-9 homes, the $2.9M seems more like an optimistic starting point for negotiations on a complex property. [/quote]
