I believe that it would be much better to handle at the school level first before escalating to DOJ or DOE because the first thing they will ask is "how did the school respond when you presented it to them?". Immediate PP, not everything is a firestorm. Start at ground level with a hose before you bring in the big rigs and ladder trucks. When your first step for every impediment is to resort to hysterics and hysteria, you will quickly become the boy or girl who cries "wolf".
