I have 2 boys and keep these in the car https://www.amazon.com/TravelJohn-Jr-Disposable-Urinal-Bags-pack/dp/B000NVBYEM/ref=pd_sim_468_6?_encoding=UTF8&pd_rd_i=B000NVBYEM&pd_rd_r=J4KND98YXK21JKQES2NH&pd_rd_w=zfJ4Q&pd_rd_wg=YLIVF&psc=1&refRID=J4KND98YXK21JKQES2NH They are individual bags that kids can pee into. There is a gel that absorbs the liquid and masks the smell. Then I put into a freezer size ziploc and put in trash can. I don't let my 4 and 7 year old boys pee in sketchy bathrooms like in a public park if their dad isn't around to go in with them. These bags are so convenient.
What kind of public park do you go to? Generally, you can see who goes in and out of the bathroom, and generally, they're empty. Your boys will be safe, out of your sight, for two minutes. They might play or get distracted, in which case, send the 7 year old and take the 4 year old into the women's room with you.
