My situation was kind of strange, my DH had just become a citizen and was waiting for his US passport to come through (when you become a citizen at the ceremony they take your green card and explain you cannot leave the country and get back in on anything else other than a US passport, basically meaning he couldn't leave until the us passport was issued and he had applied for one the same day). Anyway his father died and for religious reasons they needed to bury him quickly, so I called my rep and asked to speak to someone in constituent services. They have staffers just for this. I explained the situation and asked if I could get a letter to the diplomat or secret passport office on 19th. They instructed me to fax a copy (that's how long ago it was) of our ticket confirmation, drivers license and a letter making the request. An hour later they faced back to me the letter. I printed it and my husband took it, along with birth certificate, etc., to the passport office above the regular one on 19th). They buzzed him in, he showed hem the letter, they took his picture and told him to come back in an hour, he did and he got his new passport and flew out that evening. I had read about the secret passport office on DCUM, so I knew to ask for it. I would try your Congress rep first. If that doesn't work then I would go in person to the regular passport office on 19th but be prepared to wait, and remember your child must be there as well and if the other parent isn't there you need the affidavit.
