But if the transponder doesn't work and the license plate is unknown to them, they treat you like you zooming through the gates trying not to pay the toll.

So I'm assuming that your DH kept going through the toll booth without knowing the transponder wasn't connecting with the booth and you didn't have the license plate registered. The question is - they are pretty fast to get a violation notice out to you when this happens....how the heck did you get to 50 violations before figuring out something was wrong?
