All it needs to do is swear in Trump and Pence, and Obama exit stage left. Anything else, who cares? In years past it was barely critiqued. Everyone is wailing and gnashing because Trump won. It's hilarious.
Are you kidding? There used to be wall to wall coverage of the swearing in, aerial footage of the hundreds of thousands on the Mall, then the Congressional luncheon after and then the parade and then the balls. Live coverage, wall to wall. In 1980, 1992, 2000 and 2008, the city was abuzz with activity for the weeks leading up to the big event, the talk about wardrobe for the balls etc. This year, the hotels are not fully booked, you can get dinner reservations etc as per a normal weekend and there is almost no buzz whatsoever. It is like as if Jimmy Carter won a second term with respect to how anyone (doesn't) care.
What you said is true, but outside of D.C., it's a day of TV coverage that people glimpse from time to time during their work day. The end result of the peaceful transfer of power and the new President is the true meaning. The pomp is over quickly.
