And, the tunnels under Dupont and other downtown circles weren't built there for cars. They were for the streetcars. Once We no longer had streetcars it was easy to retrofit the tunnels for cars. A lot easier than attempting a major road construction project at the intersection of NIMBY, DC and NIMBY, MD.[/quote]
