When they dropped the report in June with the brand new breadth and depth of change that is causing greater concern, it was already too late, it would appear, to get a referendum on the ballot. The real-estate-industry-backed county term limits ballot initiative has a few days left to get their full complement of signatures on the ballot, but they had several stage-gates to pass (establishing a committee, review of the initiative language, submission of a minimum number of initial signatures, probably something else in there) with deadlines that included May. The two pro-forma work sessions that conclude on Monday are occuring during the summer, with most focused on vacation. The Council hearings will be in the midst of the presidential election, passing about as much notice as possible. The Council will pass this in the election's aftermath, and will have a 2-year buffer until their own re-election, greatly insulating themselves. Planning and the council decidedly left no possibility for a meaningful citizen response to their plan of action.[/quote]
