We have three branches of government that must all agree to pass a funding bill. 1) President 2) House 3) Senate (60 votes) Paul Ryan's bill had the support of both the president and the house. It probably had the majority support in the senate as well. But Chuck Schumer filibustered it (It needs 60 votes to break a filibuster). So the December shutdown is clearly a Schumer shutdown. McConnell will bring another bill this week that -- 1) the president will sign and 3) the majority of the senate will support but may not be enough to break the 60-vote filibuster, but 2) Pelosi will not be on board.
