You can look at literally thousands of photos of elected officials and their spouses at disaster sites to see what is more appropriate than black tights, a puffer, and a giant scowl. You put on something that makes it look like you're ready to pitch in and work if need be, but is also clean and respectful to the people you're seeing. That outfit she's wearing is not respectful to the people she's seeing - she's making it look like she doesn't care (which, accurate!) and is there because someone dragged her out of bed and didn't give her a chance to put on an outfit. That time she wore a (very expensive) flannel shirt and jeans to do some gardening would have been appropriate. This is not.
