It was 3 hours a week, recorded on my time card, and I had to fill out an exercise plan explaining what I would be doing. Supervisor signed off. Approval could be revoked, and also I was expected to skip it when we had a hot deadline. People are following the rules. Not their fault you don't like the rules.
