The five bullet points emails were *incredibly* wasteful in my agency. Not because of the couple minutes a week spent writing the emails--people quickly realized that no one was reading them and it was OK to send the same/similar things every week. The emails weren't relaying anything new to managers, but writing them wasn't a big deal for most people. The issue was that managing the five bullet emails process took up a *huge* amount of managerial time. The directive to write the emails came from OPM and DOGE, outside of the normal chain of command. Agencies themselves didn't control the requirements, nor did they control the supposed punishments for non-compliance. Agency leadership was terrified that the administration would somehow use any type of non-compliance as an end-around to make cuts without consulting leadership or considering the agency's mission. So, the agency opted to do everything they could to ensure that there was absolutely no non-compliance. Managers had to track down anyone who didn't send their email early enough, account for anyone who was on leave of any type, then report up the chain certifying that everyone had complied in a timely manner. It effectively created a whole new bureaucracy all its own. Meanwhile, the people who supposedly actually wanted this information (OPM) weren't even reading the emails. It was a complete waste of time and resources.
