He explained it.  When you offer treats, pet owners who are scofflaws and ignoring the leash laws will typically restrain their pets as they should have in the first place in order to keep the dog from going for the treat.  It basically gets the dog owners to do what they should have been doing in the first place, restrain their pets.  [/quote]

Pets are property.  Children are not.  The law treats them very differently.  Despite what crazy dog owners will have you believe, the law does not give any rights to your "fur babies".  Control your pet or don't own your pet.   [/quote]
