It is called gerrymandering when we talk about voting rights.  This kind of "social engineering" - to create racial diversity - sounds illegal?  And how did they add black kids?  They just cut a whole ton of them out of Wilson........ And there are already plenty of black kids at Hardy...... You may zone more white kids for Hardy but you cannot make them go....
