But none of that happens if people are too lazy/scared to report potential cheaters. It's sort of like what Jeff tells us here: He doesn't have time to police every post, so the DCUM community needs to report suspicious posts to flag them for his attention.

Completely disagree. No defending here. I think if you have a legitimate reason for out of state tags then you can document NBD.  HOWEVER, it's super creepy to take pictures and serves no purpose. What is OSSE going to do with a picture of a random kid they can't identify?? It's a waste of time and energy and its out of bounds.[/quote]

In my opinion, the sheer number of cars with MD plates that occupy drop off and pick up at schools in NE And SE DC indicate there is a problem...and please spare me the military and foster kid speech.
