This method you are proposing -more of the Middle Ages, French/Spanish/Italian Inquisition type- might be used as an instrument of harassment and discrimination. How would a family feel after being accused by 7 families dozens of times because, for example, they simply don't like them? FWIW, we have been shut out every single year we have applied to the lottery, so no, I am -obviously- not a cheater.[/quote]
