He then sought to federalize and standardize k-12 standards and released them as Common Core. States can subscribe to them and if they do, they get more testing than before and if doing well (bring up the average test scores), they receive MONEY from the Feds. Md promptly signed up. Hired pearsons to design curriculum 2.0 according to the common core standards and tests. disaster ensued. In MCPS' case (huge @$$ county), the standards were not necessarily better and an intense focus on the bottom students (tons of social issues) began and good schools (especially ES that used to do tracking) threaded water.
