The argument against it is irrational.[/quote] The kid who does not have mandarin in the fourth grade will have the opportunity to apply for an open spot in the 6th grade. that child will then have the same chances as a child who has knowledge in mandarin, but not yet a yy student. to allow non-lottery admission in grades 3-5 based on test-in, places high SES children at an advantage.
