Even with 2 vaccinations given at appropriate times, approximately 0.3-3% will have failure to respond. Assume conservatively it's 1%. VA, MD, and DC have a combined population of about 15.5 million. Even if literally everyone there was vaccinated, the failure rate would leave somewhere around 150,000 or more people unprotected. Across the country, that would be about 3.5 million people. [/quote]
